Ukrainian World Congress recommends fundamental revisions to Draft “Law on foreign labour migrants” and inclusion of experts from diaspora
Director of the Ukrainian World Congress Mission to Ukraine Serhiy Kasyanchuk participated in a meeting of the Verkhovna Rada of Ukraine Committee on Social Policy, Employment and Pensions held on 2 September 2015 during which he emphasized the importance of fundamentally revising the Draft Law “On foreign labour migrants” and the need to include experts from the diaspora in the amendment process.
The development of the Draft Law “On foreign labour migrants” has stemmed from the need to standardize federal regulatory mechanisms in the area of foreign labour migration in accordance with the current socio-economic development of the country and to harmonize Ukraine’s migrant laws with international judicial norms. The main goal is to establish regulatory norms and organizational policies with respect to the movement, employment and social security of citizens of Ukraine who work outside the country and their families.
The draft law was presented by the Ministry of Social Policy of Ukraine on the request of Prime Minister of Ukraine Arseniy Yatseniuk in response to Ukraine’s commitments to the European Union.
“Adoption of a law on labour migrants has been long awaited by a great number of Ukrainian citizens whom fate has scattered throughout the world. Many proposals have been presented by representatives of the diaspora in the past and working groups have met,” stated Director of the UWC Mission to Ukraine Serhiy Kasyanchuk. “Therefore, this draft law must foresee realistic, clear mechanisms for protecting the rights and interests of labour migrants and their families. This also includes dealing with the issue of taxation that continues to exacerbate social pressures among labour migrants.”
Participants of the meeting supported the UWC position and agreed that the Draft “Law on foreign labour migrants” requires a fundamental revision and the inclusion of qualified representatives of the diaspora in the amendment process to be proposed by the Ukrainian World Congress.
