Russian drone kills two civilians and dog walking under white peace flag in Kharkiv region
Russian troops killed two unarmed civilians and their dog with a first-person view drone strike in the village of Kruhliakivka, Kharkiv region, on Nov. 3, Ukraine’s 7th Corps of the Air Assault Forces said.
Video released by the 77th Separate Airborne Brigade shows two people walking along a road, one carrying a white peace flag, before being struck by a suicide drone. Ukrainian forces said there were no military positions or equipment nearby and that the attack was a deliberate strike that targeted civilians.
The brigade said Russian troops later filmed the attack themselves to use in propaganda to blame Ukraine. Ukrainian officials called the incident another example of Russia’s ongoing campaign of terror, disinformation and war crimes against civilians.

EU approves 1.8 billion euros payment to Ukraine under Ukraine Facility program. The Council of the European Union has approved a 1.8 billion euros ($1.9 billion) payment to Ukraine as part of the Ukraine Facility program, following Kyiv’s completion of nine required reform steps, the Kyiv-based European Pravda reported Nov. 4.
The funds are intended to strengthen Ukraine’s macro-financial stability and ensure the continued functioning of its public administration amid the ongoing Russo-Ukrainian war that Moscow unjustifiably instigated. The disbursement marks the fifth installment of support under the multiyear initiative.
Payments under the Ukraine Facility are tied to Ukraine’s national “Plan,” which outlines the country’s strategy for recovery, reconstruction and modernization, as well as its reform timetable that is aligned with EU accession goals.

Civilian male rescued from rubble after Russian airstrike in Donetsk region. Ukrainian rescuers pulled a man from the rubble of a five-story residential building in the city of Dobropillia in the easternmost region of Donetsk after a Russian airstrike partially destroyed the structure, Ukraine’s State Emergency Service said on Nov. 4.
Emergency crews found the man trapped on what had been the third floor, freed him from the debris, provided first aid and handed him over to paramedics. Photos from the scene showed extensive damage, with shattered walls and collapsed sections of the building.
Authorities urged residents of front-line areas to evacuate if possible, warning that continued Russian airstrikes and shelling make it dangerous to remain in towns close to the fighting.

Ukrainian intelligence drone with 100 kilograms of explosives destroys Russian UAV command post in Avdiivka. Ukraine’s military intelligence agency struck a Russian drone command center in the occupied city of Avdiivka in the easternmost region of Donetsk last week, using a drone carrying more than 100 kilograms (220 pounds) of explosives, officials said on Nov. 4.
According to Ukraine’s Defense Intelligence (HUR), the target was the headquarters of Russia’s Rubikon unit — an elite group that is responsible for operating combat drones and coordinating unmanned aerial operations. The strike hit the building where Russian officers and drone operators were based, killing several of them.
Intelligence officers said the FP-2 strike drone was guided to the site amid dense urban terrain using precise coordinates. Rubikon is considered one of the Russian military’s most capable units in drone warfare, and is heavily funded and equipped by Moscow.
