The Global Ukrainians’ Declaration of Unity

I am deeply aware of our responsibility for the future of the Ukrainian people to address the threats of the very existence of the Ukrainian state, and believe in the power of national unity. Our Ukrainian civil society organizations that work outside of Ukraine, endorse this Declaration of Unity as our shared voice and commitment.

We believe that only through the united action of the entire global Ukrainian community, all those who stand with Ukraine, can victory over the enemy be achieved, Ukrainian identity be protected, and a just, free, and strong Ukrainian state be rebuilt.

At this critical moment, we support the priority areas of activity of the organized Ukrainian diaspora and stand ready to act as one in the pursuit of:

  • Ukraine’s victory. Using all available means, including international advocacy, information resistance and countering Russian disinformation, humanitarian assistance, mobilizing allied support, strengthening sanctions pressure on the aggressor, and supporting the provision of weapons to achieve a just peace, restore Ukraine’s territorial integrity, and ensure accountability for the Russian Federation.
  • Ukraine’s recovery. By participating in strategic post-war development projects, attracting investment, supporting local communities, advancing educational and scientific initiatives, restoring cultural heritage, and facilitating the return and reintegration of forcibly displaced persons.
  • Building a strong global Ukrainian community. By strengthening Ukrainian communities and their influence in countries of residence, preserving the Ukrainian language and truthful history, fostering national consciousness, countering the assimilation of younger generations, and defending the rights of Ukrainians worldwide.

Core positions on Russia’s full-scale war against Ukraine

  1. Ukraine’s borders are inviolable. Any recognition of the annexation of Ukrainian territories is unacceptable.
  2. Peace must be lasting. Ukraine needs real and firm security guarantees.
  3. Ukraine’s accession to the EU and NATO is a key element of a long-term security solution.
  4. Return of abducted children and prisoners. The immediate return of more than 20,000 illegally abducted Ukrainian children and the release of thousands of civilian and military prisoners.
  5. Accountability for Russia. Russia and its leadership must be held responsible for the aggression against Ukraine, bear full financial responsibility for Ukraine’s reconstruction, and pay reparations.
  6. An international military tribunal for Russia. Those who planned and carried out war crimes, including Russia’s top leadership, must face international justice.
  7. Sanctions until full withdrawal and accountability. Sanctions must remain in place until Russia fully withdraws its forces and is held accountable.
  8. Ukraine needs strong defense capabilities. International partners must assume financial commitments to strengthen and sustain Ukraine’s armed forces and defense industry to secure peace through strength.
  9. Nothing about Ukraine or Europe without Ukraine and Europe. Ukraine and the EU must be direct participants in negotiations to end the war.
  10. A free and fair post-war democracy. Elections are possible only in a secure Ukraine, free from occupation.

This declaration reflects our unwavering resolve. It binds us before those on the front lines of Ukraine’s fight for freedom, before those who gave their lives for its independence, and before those who, through their work and dedication, are building its future.

Who can sign the declaration?
Civil society organizations, associations, unions, cultural and educational institutions, religious communities, initiative groups, and other entities founded by Ukrainians or people of Ukrainian origin may sign. The Declaration is open both to organizations within the Ukrainian World Congress (UWC) and to all friendly organizations that share its goals and work for Ukraine.
How are signatures used?
Signatures confirm that your organization supports the declaration and joins collective action. They may be used to represent the position of global Ukrainians in international meetings and engagement with governments, institutions, and the media. Only the organization’s name is displayed publicly. Contact details are never shared without consent.
