
In June, Russia killed the highest number of civilians in Ukraine in the past three years — 232 people were killed and another 1,343 were injured, according to a report by the UN Human Rights Monitoring Mission in Ukraine (HRMMU).
“Last month the Russian Federation launched ten times more missile and loitering munitions attacks against Ukraine than in June of 2024. Virtually no region of Ukraine was spared, regardless of its distance from the frontline,” the report reads.
In the first six months of 2025, a total of 6,754 civilians were killed or injured in Ukraine — a 54 percent increase compared to the same period last year. The number of civilian deaths rose by 17 percent, and injuries increased by 64 percent.
Civilians were killed or wounded in at least 16 of Ukraine’s 24 regions, including Kyiv. July brought no relief, as many Ukrainian cities again suffered terror bombing waves of combined missile and drone strikes.
“Civilians across Ukraine are facing levels of suffering we have not seen in over three years,” said Danielle Bell, Head of HRMMU. “The surge in long-range missile and drone strikes across the country has brought even more death and destruction to civilians far away from the frontline.”
Since the start of Russia’s full-scale invasion of Ukraine in February 2022, the UN mission has documented at least 13,580 civilian deaths — including 716 children — and 34,115 civilian injuries, among them 2,173 children.
