‘Coalition of the Willing’ agrees on Ukraine security guarantees, 26 nations ready to deploy troops

A total of 35 countries in the “Coalition of the Willing”, a group supporting Ukraine, have agreed to provide security guarantees to Ukraine, with 26 of them ready either to deploy military contingents or to offer other forms of support.

French President Emmanuel Macron announced this on Sept. 4 following a meeting of coalition members in Paris and a conversation with U.S. President Donald Trump, European Pravda reported.

“We have come a long way. Our chiefs of staff have worked closely together, and today I can say — we are ready,” Macron said.

He said that the coalition envisions security guarantees in two parts. The first is to help Ukraine rebuild its army without restrictions so it is strong enough to defend itself against any new aggression.

“The second element is security assurance forces. Today, 26 countries have formally committed (while others expressed interest) either to send a contingent to Ukraine or to provide resources to support the coalition in ensuring security at sea or in the air,” Macron said.

Foreign troops will not be fighting Russia directly but will act as a deterrent to ensure peace and demonstrate that renewed hostilities will not be allowed, he said. Discussions are ongoing on where exactly these forces will be stationed.

The meeting in Paris brought together representatives of more than 30 countries, including several EU leaders, the EU leadership, and the president of Ukraine, while others joined online.

We share the same view that Russia is making every effort to drag out the negotiation process and prolong the war. Support for Ukraine must be increased and pressure on Russia must be intensified,” President Volodymyr Zelenskyy wrote after the meeting.

According to Radio Liberty sources, the countries ready to send troops to Ukraine include the United Kingdom, France, the Baltic and Nordic states, the Netherlands, and Australia. Poland does not plan to send soldiers but may serve as a logistics hub, while Germany’s position remains undecided.

Under the preliminary framework, Türkiye is expected to take responsibility for security at sea, the UK and France on land, and a multinational contingent in the air. Early estimates suggest that the European mission could include 25,000 to 30,000 troops, though the exact numbers and format are still under discussion.
