G7 ministers condemn Russian attacks on Ukraine’s energy system, pledge support

Energy ministers from the Group of Seven (G7) nations have condemned Russia’s attacks on Ukraine’s energy system and pledged to help meet the country’s energy needs.

The statement was published on Nov. 1 following a two-day meeting in Toronto.

Russia’s recent attacks on Ukraine’s natural gas infrastructure have created risks to communities and human lives, weakening civilian infrastructure and the energy security of the Ukrainian people,” the ministers said in a joint declaration.

They reaffirmed their “unwavering support” for Ukraine’s territorial integrity, freedom, sovereignty, and independence, and praised the courage of Ukrainians and energy workers who keep the country’s lights and heat on during winter.

The G7 will work to support Ukraine’s energy needs for its economy and its people. As such, we continue to support Ukraine’s efforts to repair and restore its critical energy infrastructure,” the statement said.

Among the specific areas of assistance are coordination through the G7+ Ukraine Energy Coordination Group and the Ukraine Energy Support Fund, support for nuclear safety under the IAEA’s supervision, diversification of energy supplies, development of regional interconnections, and building a more decentralized energy system.

The ministers also reaffirmed their readiness to tighten sanctions against Russia, including measures targeting its “shadow fleet” of tankers used to evade restrictions and generate oil export revenue.

The statement said that rebuilding Ukraine’s energy sector will require both public and private investment. The G7 pledged to help create conditions for long-term investment and to stabilize critical infrastructure.

Australia and Ukraine also joined the declaration on energy security.
