Kowal: Europe regains key role in Ukraine’s security guarantees

Europe is fully reclaiming its role in discussions over security guarantees, as the Russo-Ukrainian war has become a matter of continental security, said UWC Executive Committee member Zenon Kowal in an interview with the French-language TV network TV5MONDE.

Kowal, who also advises the European Congress of Ukrainians and the Association of Ukrainians in Belgium, said that “Europe has every strong argument to take an active part in this process”. 

According to him, the United States remains in a secondary role but can provide “a wide range of guarantees in terms of intelligence and logistics.”

This issue “has been under discussion for some time, and it seems to have been agreed upon,” Kowal said.

At the same time, he noted it is difficult to predict how actively the U.S. is willing to intervene or apply pressure on Russia.

“We know that what hurts Russia the most concerns its oil and gas revenues. If the U.S. truly wanted to, they could apply pressure. But whether they really want to is another question, considering what we’ve seen in Venezuela,” he said.

Kowal emphasized that Europe “at least shares the discussion of these different issues,” demonstrating the continent’s active role in shaping strategic security decisions in the region.
