
The Ukrainian World Congress (UWC) warmly congratulates the people of Ukraine on President Volodymyr Zelenskyy’s signing of Law No. 11469, which officially recognises the right of Ukrainians to hold multiple citizenships. UWC extends its sincere gratitude to President Zelenskyy for this historic and long-awaited decision.
The timing of the signing — on July 15, Ukraine’s Day of Statehood — is highly symbolic. With this step, Ukraine reaffirms its commitment to all who identify as Ukrainian, regardless of where they live, and welcomes them as active members of the global Ukrainian nation.
It is a powerful message of unity and openness, helping to strengthen national cohesion worldwide and build a stronger future for Ukraine. For millions in the diaspora, this marks a long-awaited restoration of legal and emotional ties to their homeland.
UWC has long championed this reform as essential to Ukraine’s democratic future. Since 2019, we have actively advocated for legislation that would:
- Guarantee equality of citizenship for Ukrainians abroad and at home;
- Include security measures that reinforce Ukraine’s sovereignty and integrity;
- Promote knowledge of the Ukrainian language, history, and constitution as foundations of national identity.
We are proud that these key principles are reflected in the law.
“This law will not only bring millions of Ukrainians around the world closer to their homeland — it will also unite their efforts in the pursuit of Victory and Ukraine’s future recovery,” said UWC President Paul Grod.
The UWC also thanks the Verkhovna Rada of Ukraine, led by Speaker Ruslan Stefanchuk, Deputy Prime Minister Oleksandr Chernyshov, and all those who contributed to the drafting and adoption of Law No. 11469.
“This is more than a legal change—it is a powerful message to Ukrainians worldwide: you belong,” said UWC President Paul Grod. “We commend Ukraine’s leadership and Parliament for making this vision a reality, and we are committed to ensuring its smooth and secure implementation.”
The UWC will continue working with Ukrainian authorities, communities, and partners to support awareness, access, and compliance with the new law.
