US Congress presents a draft resolution on Ukraine’s victory

On Tuesday, a draft resolution expressing the sense of the U.S. House of Representatives on Ukrainian victory (H.Res.322) was introduced in the House, calling on the United States to support Ukraine’s outright victory over Russia.

The bipartisan resolution was “solemnly presented” on Capitol Hill, Ukraine’s Ambassador to the United States Oksana Makarova reported. Congressmen Joe Wilson (R) and Steve Cohen (R), the chairman and co-chairman of the U.S. Helsinki Commission, respectively, and Congresswoman Marcy Kaptur (D), co-chairman of the Congressional Ukrainian Caucus, held a press briefing also attended by the third President of Ukraine, Viktor Yushchenko.

“We must not repeat the error of Sept. 1, 1939,” Joe Wilson, the resolution’s chief sponsor, told Yahoo News, referencing Adolf Hitler’s invasion of Poland, which followed desperate efforts to appease Nazi Germany and prevent a second world war.

According to Oksana Makarova, the draft resolution, which includes “important elements” of President Zelensky’s Peace Formula:

1) affirms that it is the policy of the United States to see Ukraine victorious against Russia’s invasion and restored to its internationally recognized 1991 borders;

2) assumes that peace after the Victory of Ukraine should be ensured by its integration into NATO and other Euro-Atlantic institutions, which corresponds to the U.S. long-term policy;

3) states that the United States must work with its allies and partners to ensure:

  • Russian reparation payments to Ukraine;
  • the world community’s assistance in rebuilding Ukraine;
  • holding the Russian leadership accountable for this war of aggression;
  • restoring justice for the victims of crimes committed by Russia during its invasion.

“This bipartisan resolution demonstrates the wide support in Congress for Ukrainian victory. We all need to move beyond ‘as long as it takes’ and embrace ‘Ukrainian victory’ as our rallying cry in order for Ukraine to win the war this year,” a congressional staffer familiar with the contents of the resolution and willing to speak only on the condition of anonymity told Yahoo News. “This is the strategy that experts around D.C. have been calling for. It’s time to stop hedging and get Ukraine what it needs to win.”
