InformNapalm: Russia planning false flag attacks on ‘Victory Day’ to blame Ukraine

Russia is allegedly planning staged terrorist attacks across several regions during the upcoming “Victory Day” celebrations on May 9, with the intent of blaming Ukraine, according to the intelligence community InformNapalm, an open-source intelligence website.

Citing human intelligence sources, it said that “early reports from HUMINT sources in the Russian Federation suggest that high-level orders have been given to the FSB to carry out staged terror attacks in multiple regions during the May 9 parades,” the report says.

While the Kremlin plans to heavily secure Moscow and ensure the capital’s parade runs without incident, other regions are being left deliberately vulnerable. Among the areas identified as potential targets for these false flag operations are Khabarovsk and Ulan-Ude.

According to InformNapalm analysts, the objective is to fabricate accusations against Ukraine for indiscriminate violence against civilians, derail U.S.-backed peace initiatives, and justify additional mobilization efforts across Russia.

“Initially, similar operations were considered in Moscow itself, but officials feared the situation could spiral out of control. They’ve now shifted their focus to regions far from the federal centre,” the analysts write.

The report follows Kremlin ruler Vladimir Putin’s recent announcement of a unilateral “ceasefire” in observance of the 80th anniversary of the Soviet victory in World War II.

Ukraine’s Foreign Affairs Ministry responded by reiterating Kyiv’s willingness to engage in peace talks – but only if Russia demonstrates genuine commitment to a comprehensive and sincere peace process, rather than temporary ceasefires timed to coincide with symbolic events.

The Ukrainian World Congress (UWC) has declared 9 May as Russian Shame Day and launched a campaign — more details are available at the link.

The UWC also explained the significance of the “Immortal Regiment” march, a propaganda event where participants carry portraits of Soviet soldiers and glorify the USSR’s role in the Second World War.
