The enemy army is apparently abandoning goals to surround a large number of Ukrainian troops in a so-called Donbas Pocket. Instead, it looks like the enemyaims to take all of Luhansk Oblast with an assault focused on Severodonetsk and Lysychansk. This is the conclusion of many war analysts including the Institute for the Study of War. Luhansk Governor Serhiy Haidai predicts that the Russians understand that they cannot take Donetsk Oblast and will attempt a much smaller conquest in Luhansk.
